1 Introduction. Eastern Africa includes primarily the countries Kenya, Uganda, Tanzania, Ethiopia, Eritrea, Djibouti, Somalia, South Sudan, Rwanda, and Burundi (Figure 1).The commonalities of these countries include the frequent occurrence of severe drought [Nicholson, 2016a] and populations heavily dependent on the rainfall that is meager in most of the region.
